vehicle, a total of 13 vehicles would be coming to the tutoring program to drop off students after
school. The 43 parking spaces that are allocated to Pleasanton Community Church would be
more than adequate to handle the parking demand around 3:30 drop-off time.
Additionally, the office complex provides a surplus of 39 parking spaces (223 parking spaces
provided vs. 183 parking spaces required). The complex owner's association has al]owed fifteen
unmarked parking spaces near the church educational building to be exclusively used for the
after-school programs. Thus, there should not a parking concern during drop-off/pick-up times.
The proposed after school program should not impact the on-site circulation, as the parents
would be instructed to use the driveway off Rheem Drive to avoid conflicts with on-site traffic
generated by the office uses on site.
V. PUBLIC NOTICE
Notices regarding the proposed conditional use permit application and related public hearing
were mailed to property owners and tenants within 1,000 feet of the subject property.
Staff received an email from Mr. Charles Merlin, a commercial property owner at 2182 Rheem
Drive. He urged that special attention be given to students as the proposed tutoring program is
adjacent to an industrial park and requested that the parking used by the program be restricted to
the 4455 Stoneridge Drive address. A copy of the email is attached as Exhibit C.
VI. FINDINGS
The Planning Commission must make the fo]]owing findings prior to granting of a use permit:
A. That the proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which the site is
located.
Objectives of the zoning ordinance include: fostering a harmonious, convenient,
workable relationship among land uses; protecting existing land use from inharmonious
influences and harmful intrusions; and insuring that public and private lands ultimately
are used for the purposes which are most appropriate and beneficial to the City as a
whole. The proposed after-school tutoring program provides structured activities in an
enclosed area. In [he past, the City has allowed similar uses, such as structured small
group tutoring sessions, in various locations in the city, none of these small instructional
business has caused any land use conflict with other businesses in the surrounding area.
Staff feels that allowing proposed use if it is operated in a professional manner would be
consistent with the above-cited objectives.
Case No. PCUP-143 Planning Commission
Page - 5 -
