The subject site is zoned Planned Unit Development -Industrial (PUD-I), where the
development plan includes a common landscape area. The proposed after school program
would not alter in any of the existing land:;caping area. In addition, the operation of the
after school program would not interfere vrith surrounding businesses' ability to operate
as all related activities would be held inside the building. The anticipated number of
employees and school children will not generate any unusual demands on the existing
parking for the office complex or the surrounding properties. Furthermore, the applicant
will be required to mitigate any nuisances that may occur as a result of the proposed after
school program. Therefore, staff feels this finding can be made.
B. That the proposed location of the conditional use and the conditions under which it
would be operated or maintained will nat be detrimental to the public health, safety,
or welfare, or materially injurious to the properties or improvements in the vicinity.
For the past 17 years, the Pleasanton Community Church has been operating a Sunday
school program and an evening bible study session at the subject site. For the past two
years, it has been operating an after-school daycare program. No complaints regarding
the operation of any program has been fileaf with the City. The church has been a good
neighbor to the surrounding businesses. Sufficient parking, adequate separation from
other businesses and residential neighborhoods, maintenance of noise levels, and safety
and security within the premises have been provided and observed. The site has adequate
and safe ingress and egress into and out of the site. Conditions have been included that
would require the applicant to mitigate any future nuisances as a result of the proposed
use. In summary, staff feels this finding care be made.
C. That the proposed conditional use will comply with each of the applicable provisions
of the zoning ordinances.
The Planned Unit Development approval conditionally permits the establishment of a
church, and the proposed after school program would be a part of the church's operation.
Granting a conditional use permit to the Pleasanton Community Church would be
consistent with the City's ability to regulate i~he PUD approval and related zoning
regulations. Therefore, staff believes that the third finding can be made.
VII. ENVIRONMENTAL ASSESSMENT
This project is categorically exempt from environmental review pursuant to California
Environmental Quality Act Guidelines, Section 1531)1, Existing Facilities, Class 1.
Therefore, no environmental document accompanies this report.
Case No. PCUP-143 Planning Commission
Page - 6 -
